I tried to find a good scrabble helper the other day on the web – none of them seem to be that great. Was tempted to write one…
I just use grep and /usr/share/dict/words myself. 
Few years ago, i played Chess against some guys on the web. After few moves, i thought “does he uses an AI to get the best moves ?”…
I probably thought this because i had worked on an AI like that earlier.
